He is registered with the Capital Market Authority, a Board member of 14 separate investment funds as well as a Board member of the National Consulting Committee.
Ra’id is Effect Advisory International’s founder and President. Previous posts include Regional Manager Private Banking for Saudi Arabian British Bank (SABB) and C.E.O. & Managing Director of Arab Experts Capital LLC (AEC).

Ian is Effect Advisory International’s Director General and is based in Dammam. He has over 25 years experience in both the public and private sector railway businesses including freight and passenger operations, strategy, infrastructure management and regulation & institutions. Included in this is 3 years serving as Senior Advisor to the Kingdom of Saudi Arabia Railways Commission where he was responsible for economic regulation and licence condition monitoring.
He is a multi-skilled expert with a proven track record in improving efficiency, benchmarking, promoting interoperability, developing corporate business plans, restructuring internal business sectors, appraising investments & railway acquisitions, devising and implementing strategies as well as guiding and advising railway businesses. He has broad international working group experience having been part of the economic evaluation team of the AEIF (the pan European body responsible for devising the Technical Specifications for Interoperability) and led Network Rail’s contribution to the UIC’s infrastructure benchmarking project.
Previous employers include English, Welsh & Scottish Railway/DB Schenker UK and British Rail. Ian is a graduate of the University of Kent at Canterbury and has post graduate qualifications from the University of Wales.

Neil Chesters leads EAI in the UK and Northern Europe. He has 20 years of experience and accomplishments in strategy consulting, performance improvement, transaction support, and business development in the private and public sectors around the world. He has helped clients address issues such as strategic positioning, programme direction, business plan development, fundraising, mergers and acquisitions, due diligence, business modelling, forecasting, and dispute resolution support.
Neil has a particularly strong focus on infrastructure and project finance, having advised some of the largest clients in the sector. Industrial sector interests include transport and energy, and aftermarket and service businesses as well as having considerable experience working with investors.
Over the last 15 years he has been closely involved in transport developments across Europe, advising major transport operators, leading freight and logistics providers, public sector authorities and regulatory bodies in the aviation, marine, road, rail and energy sectors.
Neil started his career in corporate finance with Kleinwort Benson in London, and has held senior positions in industry and in consulting, with NERA Economic Consulting, Frontier Economics, and Arup. He received a First Class (Deans List) undergraduate degree in Economics and Postgraduate qualifications from the London School of Economics and Warwick Business School.
