We supported the international firm acting as a shadow rail operator during the preparations for establishing a safety regulatory authority in Qatar. Our team’s duties included advice on:

• Enabling legal requirements Institutional and organisational arrangements
• Moving from an interim to a fully independent regulatory regime
• Developing regulatory policies and procedures
• Developing plans for safety certification and licensing of railways
• Developing plans for on-going regulation, including audits and inspections
• Developing national railway standards in Qatar
• Setting up the accident investigation function
