  • Establishing the Kingdom of Saudi Arabia Railways Commission

    The Railways Commission was the body established to act as safety and economic regulator for the Kingdom’s expanding railway network. Our team provided the key staff and expertise for the Commission to commence effective regulation. Duties included: • Drafting technical elements of Saudi Railway Law including the Implementing Regulations of the Statute of the Railway Authority and the Implementing Regulations of Railway Transport Law • Preparing the licensing and safety certification criteria for all railways in the Kingdom. The safety certificate is effectively a licensing regime based upon creation and • implementation of a safety management system • Issuing licences and monitoring compliance including introducing a reporting regime, creating an accident monitoring database and devising a formal inspection and assurance process • Preparing the Commission’s policies, procedures and guidance documents in a variety of areas including safety management systems. • Conducting the first independent accident investigations in the Kingdom including investigating the derailment at speed of SRO Train 1 in 2011 • Auditing compliance with safety regulations including inspecting crowd control and general health and safety procedures at metro stations in preparation for the Hajj • Conducting international safety performance benchmarking including establishing accident precursors as well as ongoing monitoring of licensees’ safety performance
